Tomahawk mastery rank 5 can be completed at the same time as rank 4, just make sure to only use your tomahawk when attacking enemies, this is easiest done in Nosalida since most of your enemies are already preoccupied with the army. If you’re running out of Tomahawks make sure to loot bodies of your enemies you kill and recover your tomahawk, the fire bottles you have to throw into the houses and boats won’t affect completing the challenge.

I cleared out Nosalida in my playthrough before the add-on came out with Tomahawks. Wtf. Any ideas on how to complete this otherwise?

Hideouts can be completed more than once. Just return to the hideout and it should prompt you to talk to the general.
